Franklin Co. Prosecutors Issuing Get Out of Jail Free Cards

The Herald recently reported the story of a Pasco guy named Hector Orozco, who’s scheduled to appear in court in December on two felony DUI cases.
It seems Orozco had four DUI convictions between 2002 and 2007, and an arrest this past May (before the most recent arrest this month). Here’s the head-scratching part from the Herald, describing what happened after the May arrest:
While that case was pending, the court let him out of jail on his personal recognizance at the deputy prosecutor’s recommendation. He was told not to drink any alcohol.

What kind of deputy prosecutor lets a guy with four DUI convictions go free, telling him not to drink any alcohol?
I have no tolerance at all for people who drink and drive. I nearly lost my sister when I was 9 to a drunk driver, and we have a dear friend who lost her husband to a drunk driver some years ago. If I was in charge, I’d lock up Orozco and throw away the key. I certainly wouldn’t give him a “Get Out Of Jail Free” card, like the Franklin County prosecutor’s office did earlier this year. Sheesh……
